Highly Objective Uniform State Standard of Evaluation (HOUSSE)

The No Child Left Behind Legislation created new expectations for school personnel.  Every teacher must be licensed in the area(s) that he/she is assigned to teach.  This “highly qualified” status must be attained by 2006 unless the candidate is teaching in a Title I school.  Title I schools must employ only those teachers who are currently “highly qualified.”
